The Federal Way Carrier Problem
You called three insurance companies this morning and two refused to quote you. The third asked questions about your suspension you could not answer and transferred you twice before the call dropped. You need coverage to apply for an Ignition Interlock License but you are burning hours on carriers who will not write your case. Washington's IIL system requires SR-22 filing before you apply, not after reinstatement, and most standard-tier carriers will not touch suspended-driver policies.
Federal Way sits in King County where six carriers actively write suspended-license SR-22 policies: Geico, Progressive, The General, Bristol West, Dairyland, and National General. State Farm writes SR-22 in Washington but approval depends on suspension cause and driving history. Every other major carrier on your search list — Allstate, Farmers, Travelers, Hartford — does not explicitly confirm suspended-driver eligibility and will waste your time with application rejections.

$100
Washington DOL charges this application fee when you apply for an IIL. You must submit proof of SR-22 insurance and DOL-approved ignition interlock device installation with your application. Payment is nonrefundable even if your application is denied.

Why Standard Carriers Reject Suspended Drivers
Washington eliminated traditional hardship licenses for DUI suspensions in favor of the Ignition Interlock License system. The IIL allows unrestricted driving — any time, any destination — but only in a vehicle equipped with a DOL-approved ignition interlock device. Standard-tier carriers underwrite for clean-record drivers. Your suspended status pushes you into non-standard tier regardless of how long you have been a customer or how clean your record was before the violation.
This is not a credit problem or a payment problem. Suspended status is an automatic underwriting declination at most preferred and standard carriers. Allstate's online quote system will not process suspended-driver applications. Farmers transfers you to a specialty underwriter who rarely approves these cases. USAA writes SR-22 but only for members with suspensions caused by specific violation types, and they do not publish the criteria.
The six carriers listed above operate non-standard divisions or accept high-risk applicants directly. They expect suspended drivers and price accordingly. You will not face application rejection, but you will face higher premiums than you paid before suspension.
Washington DOL will not process your IIL application without proof of SR-22 insurance already filed. You cannot apply first and add insurance later.
Which Carriers Write Federal Way Suspended Cases

Geico, Progressive, and The General operate direct online quote systems for suspended drivers. Geico's SR-22 page explicitly lists Washington DOL in their filing contacts. Progressive writes non-owner SR-22 policies for drivers without a vehicle, which matters if you sold your car during suspension. The General specializes in post-violation insurance and quotes suspended drivers without manual underwriter review. All three file SR-22 electronically and provide immediate proof-of-filing certificates you can submit with your IIL application.
Bristol West, Dairyland, and National General require broker-assisted quotes but approve suspended-driver applications at higher rates than the direct writers. Bristol West operates in 43 states and maintains a dedicated high-risk division. Dairyland writes non-owner policies and standard owner policies for suspended drivers across 38 states. National General is owned by Allstate but operates independently with separate underwriting rules. These three typically quote 15-25% higher than Geico or Progressive for identical coverage, but they approve cases the direct writers sometimes decline — particularly multi-violation suspensions or suspensions combined with at-fault accidents.
State Farm's Suspended-Driver Underwriting
State Farm writes SR-22 in Washington but does not guarantee suspended-driver approval. Their online system will not quote you — you must call a local agent. The agent submits your application to a regional underwriter who reviews suspension cause, prior claim history, payment history if you were a State Farm customer before suspension, and current driving record beyond the triggering violation. Approval typically takes 2-4 business days.
State Farm approves most first-offense DUI suspensions for drivers with no prior violations and no at-fault accidents in the prior three years. They decline most multi-violation suspensions, suspended drivers with open claims, and drivers whose suspension resulted from an uninsured accident. If you do not know which category you fall into, call a State Farm agent and ask directly before wasting time on a formal application. If they decline, move to one of the six carriers above.
WA SR-22 Filing Period
3 years
Washington requires continuous SR-22 filing for three years after reinstatement for most DUI and financial-responsibility suspensions. The clock starts from reinstatement date, not conviction date. A single lapse cancels your IIL and re-suspends your license.

Non-Owner Policies for IIL Applicants
You do not need to own a vehicle to apply for an Ignition Interlock License. Washington law requires proof of insurance, not proof of vehicle ownership. If you sold your car during suspension or never owned one, a non-owner SR-22 policy satisfies DOL's insurance requirement. Geico, Progressive, The General, and Dairyland all write non-owner policies in Washington. These policies cost substantially less than standard owner policies because they cover liability only and exclude collision and comprehensive coverage.
A non-owner policy covers you when driving any vehicle you do not own — rental cars, borrowed vehicles, employer vehicles. It does not cover a vehicle registered in your name or a vehicle you use regularly without owning. If you live with a vehicle owner and drive their car daily, you need a named-driver policy on their vehicle, not a non-owner policy. If you plan to buy a vehicle after receiving your IIL, you can convert your non-owner policy to a standard owner policy mid-term without reapplying or paying a new application fee.
Start With Quotes From All Six
Call or quote online with Geico, Progressive, The General, Bristol West, Dairyland, and National General before choosing. Premiums vary by 40-60% between carriers for identical coverage and identical driver profiles. Geico may quote you $140/month while Bristol West quotes $215/month for the same liability limits and the same SR-22 filing. This variance is structural: non-standard carriers use different risk models and different loss data to price suspended-driver policies. The lowest quote is not always the fastest filer or the most stable carrier, but you will not know which carrier offers the best combination of price and service until you compare all six.
Collect quotes within the same 48-hour window. Suspended-driver rates fluctuate weekly based on carrier appetite for high-risk business in your ZIP code. A quote you received last week may no longer be available this week. Once you select a carrier, confirm they will file SR-22 electronically with Washington DOL and provide a filing confirmation document you can submit with your IIL application. Do not pay your first premium until you receive written confirmation of SR-22 filing — without that filing, your IIL application will be rejected and you will lose the $100 application fee.
