The Carrier Search Problem Washington Suspended Drivers Face

You call a carrier listed on Washington DOL's SR-22 provider directory. They confirm they file SR-22. You start the quote. At the driver history screen, you enter the DUI conviction date. The system declines to quote, or routes you to a specialist who explains they don't write policies for suspended drivers—only drivers with active licenses who need SR-22 for reinstatement after they've already cleared the suspension. This pattern repeats across four carriers before you realize the SR-22 filing capability and the willingness to insure a currently-suspended driver are two different things.

Washington has eight major carriers that file SR-22 and offer online quotes: Geico, Progressive, State Farm, USAA, Dairyland, The General, Bristol West, and National General. Of those eight, only five write DUI-triggered suspension business. Only three write non-owner policies for drivers without a vehicle. Two carriers—Dairyland and The General—specialize in post-suspension reinstatement and actively quote drivers whose licenses are currently suspended, not just drivers preparing for future reinstatement. The rest restrict by trigger type, vehicle ownership status, or prior insurance lapse duration.

Standard-tier carriers file SR-22 only after reinstatement. Non-standard carriers write policies during suspension, but only certain triggers qualify.

WA SR-22 Carriers Writing DUI Business

5 of 8

Geico, Progressive, Dairyland, The General, and Bristol West explicitly confirm DUI-triggered suspension coverage on their SR-22 program pages. State Farm files SR-22 but does not confirm DUI business. USAA writes non-owner SR-22 but restricts DUI cases. National General writes after-DUI but carrier documentation does not confirm suspended-license eligibility during the suspension period.

Why SR-22 Filing Capability Does Not Equal Suspended-Driver Coverage

Washington requires SR-22 filing for DUI revocations, uninsured accidents, and certain reckless driving convictions under RCW 46.29 and RCW 46.20. The SR-22 is a certificate of financial responsibility filed by the carrier with the Department of Licensing proving you carry liability coverage at or above the state minimum of 25/50/10. The carrier files the form—it does not issue a special policy. You buy a standard auto liability policy; the carrier attaches the SR-22 filing as an administrative add-on.

The structural problem: most carriers that file SR-22 will only do so for drivers with active, valid licenses. They write the policy after you've reinstated, not while your license is suspended. Washington allows you to buy insurance and file SR-22 while suspended—this is required if you want to apply for an Ignition Interlock License under RCW 46.20.385—but the carrier has to underwrite suspended-driver risk, and most standard-tier carriers decline that business. The carriers that do write it are called non-standard or high-risk carriers, and only a subset of those accept currently-suspended applicants.

This is why a Washington DOL SR-22 provider directory is not a useful shopping tool. It lists every carrier licensed to file SR-22 in the state—dozens of names—but does not indicate which ones will actually quote you a policy if your license is suspended right now. You need a carrier list filtered by current suspension status and trigger type.

Standard-tier carriers file SR-22 only after reinstatement. Non-standard carriers write policies during suspension, but only certain triggers qualify—DUI yes, unpaid fines usually no.

Five Carriers That Write Suspended-License SR-22 Policies in Washington

These carriers confirm online quoting for suspended drivers and explicitly write DUI, after-DUI, and non-owner SR-22 business. Each restricts by trigger type or ownership status—read the qualifications.

Dairyland: Non-standard tier, writes SR-22, non-owner, and after-DUI policies across 38 states including Washington. Online quote available. Accepts currently-suspended applicants for DUI and reckless driving triggers. Non-owner SR-22 confirmed on program page. Does not write policies for unpaid-fine or child-support suspensions. AM Best rating not publicly disclosed; underwritten by Sentry Insurance Group (AM Best A). Monthly premium estimates for DUI-triggered SR-22 in Washington typically range $110–$190/mo for liability-only coverage.

The General: Non-standard tier, writes SR-22, non-owner, and after-DUI policies nationwide. Online quote available. Washington DOL lists The General on its SR-22 DMV contact sheet, confirming active filing in the state. Explicitly markets to suspended-license and post-violation drivers. Non-owner SR-22 confirmed. Accepts DUI, at-fault accident, and uninsured driving triggers. Does not write unpaid-ticket or administrative suspensions. AM Best A rating (Sentry Insurance backing). Monthly premium estimates for suspended drivers in WA typically range $95–$175/mo.

Carrier Restrictions by Suspension Trigger

Bristol West: Non-standard tier operating in 43 states including Washington. Writes SR-22 and after-DUI policies; online quote available but most suspended-license cases route to a broker for underwriting review. Confirmed for DUI and reckless driving. Does not write non-owner policies—you must own or have regular access to a vehicle. Broker-required quoting means phone intake, not instant online approval. Monthly estimates for WA DUI cases typically $105–$180/mo.

Geico: Standard tier, writes SR-22, non-owner, and after-DUI policies. Geico's SR-22 program page explicitly confirms DUI coverage, and non-owner SR-22 is available per the information/sr22-details disclosure. Online quote available. However, Geico restricts suspended-license business by prior insurance lapse duration—if your suspension was triggered by uninsured driving and you've been uninsured for more than 90 days, the online system declines and routes you to a specialist. DUI triggers with continuous prior coverage typically clear underwriting. AM Best A++ rating. Monthly WA SR-22 estimates: $100–$165/mo for liability.

Progressive: Standard tier, writes SR-22, non-owner, and after-DUI policies per the answers/sr-22 program page. Online quote available. Progressive accepts DUI-triggered suspensions and quotes non-owner SR-22 policies for drivers without a vehicle. Suspended-license eligibility confirmed, but Progressive restricts by violation count—two or more DUIs within five years typically decline at quote stage. Single-DUI cases generally clear. AM Best A+ rating. Monthly WA estimates for SR-22 liability: $90–$155/mo.

State Farm, USAA, and National General all file SR-22 in Washington but impose tighter restrictions. State Farm writes SR-22 but does not confirm suspended-license business on its WA disclosures page—most suspended applicants are declined and referred to non-standard carriers. USAA writes non-owner SR-22 but restricts DUI cases to post-reinstatement only. National General writes after-DUI but carrier documentation does not confirm coverage during the suspension period itself, only after reinstatement.

Washington Non-Owner SR-22 Writers

3 carriers

Dairyland, The General, and Progressive explicitly confirm non-owner SR-22 policies in Washington for drivers who do not own a vehicle but need SR-22 filing to apply for an Ignition Interlock License or satisfy reinstatement conditions. Geico writes non-owner nationally but WA-specific confirmation is not published. Non-owner policies cover liability when you drive a borrowed or rented vehicle—no collision or comprehensive.

What Happens When You Apply for SR-22 During Suspension

You buy the policy first. The carrier underwrites your application based on driver history, violation details, and prior insurance continuity. If approved, the carrier files the SR-22 certificate with Washington DOL electronically within 1-3 business days. DOL processes the filing and updates your driver record to reflect SR-22 compliance. You receive a paper copy of the SR-22 form by mail; the carrier also sends a digital confirmation.

If you are applying for an Ignition Interlock License under RCW 46.20.385, you need the SR-22 filing confirmed before DOL will process your IIL application. The $100 IIL application fee is separate from the SR-22 filing—SR-22 is the insurance certificate, IIL is the restricted license itself. Most carriers charge $15–$25 to file SR-22; this is a one-time fee added to your first premium payment. The SR-22 filing must remain active for the entire three-year period Washington requires post-DUI. If the policy lapses or cancels, the carrier notifies DOL within 10 days and your reinstatement eligibility or IIL is suspended until you refile.
